Japanese Cabinet- Composition

Japan has a parliamentary form of a government. The institution of Emperor continues to exist, but the Emperor is only the symbol of the State and unity of the people. He is not even a nominal head of the state or the government. Executive power is vested in the Cabinet which consists of the Prime Minister who is its head and other Ministers of State. The Prime Minister is designated by the Diet and the Emperor formally appoints him. The Emperor has no descretion whatsoever in the appointment of the PM. The constitution provides that the PM shall be designated from among the members of the Diet by a resolution of the Diet.
The PM appoints Ministers of State. It is provided that a majority of their member must be chosen from maong the members of the Diet. It means that all Ministers need not be the members of the Diet. It is also provided that  The PM and The ministers of state must be civilians. The PM may remove ministers of state as he chooses. The Cabinet is collectively responsible to the Diet. It is provided that if the House of Representatives passes a no-confidence resolution or rejects a confidence resolution, the Cabinet shall resign en masse. Thus, the Cabinet remain in office so long as it can enjoy the confidence of the House of Representatives. Individually the Ministers are responsible to PM.
The number of ministers may vary from time to time. All ministers are equal in rank and status. There are also ministers without portfolio. Cabinet meetings are held twice a week. The PM presides over the meetings. Decisions are always unanimous. Any minister who does not agree with policy of the cabinet has to resign.
